
The BSE Inquiry uncovered evidence that civil servants in the Ministry of Agriculture blocked the Chief Medical Officer's attepts to warn the Cabinet that implementation of health regulations was inadequate. Overall government investment in science in civil ministries is £594 million (in real terms) lower in 2002 that it was in 1986. The National Health Service research budget is £32 million (in real terms) lower than it was before the 1997 General Election. Article in Science and Public Affairs in 2002 revealed deep divisions between Environment Department and central Government on the handling of foot-and-mouth crisis.
